AFS’s second Special Allocation (SA2), Integrated Support for Community Recovery and Civil Government Capacity Strengthening, was launched on 20 May 2025 with an expected value of US$ 5.6 million.
The Special Allocation follows a two-track approach aligned with AFS’s fund strategy based on the Humanitarian–Development–Peace (HDP) Nexus approach. Priority 1 focuses on area-based, integrated multi-sector early recovery interventions aimed at restoring essential infrastructure and strengthening social cohesion in high-need areas in Aleppo, Hama, Homs, Idleb, and Damascus governorates. Priority 2 complements these efforts by providing tightly scoped, sanctions-compliant technical assistance to help public departments of civil authorities oversee, monitor, and maintain rehabilitated services, thereby contributing to a more sustainable response.
To ensure rapid and risk-informed delivery, the allocation will follow a selective co-design process involving eight high-performing national partners. First disbursements are expected by the end of June 2025.
